The trick to having any program perfect from the beginning is to have no one tell you about it until it is perfect. Since so many know about this OS already this trick would be useless to the foundation(and had they done it from the start they would probably be no where near where they are now).

my guess is it would require some type of data translation system to do an update without reboot. This would probably have to be created manually mapping old data types to new. Then there would need to be an execution pause of some sort to prevent the system from going to the area being updated and ...

From what I have gathered from various forum posts you may have a bit of trouble as ReactOS lacks full USB support. Think only keyboard and mouse are currently supported via USB.

Not sure how much it will help but there is rather incomplete list of features that have money/time required already here http://www.reactos.org/wiki/CFI. I should probably note that I am not a developer on this project(lack skills in C programming).

That kinda reminds me of how features are turned on and off in Windows. The box is checked is it is installed or going to be installed and unchecked if it is not installed or about to be uninstalled.

Could you mean Notepad++ since Notepad was the one mentioned with the issue?(I don't know if notepad++ has the issue or not, but since I think they have an option to convert text between formats it seems likely not to have the issue)

If you implement UAC please make sure to have an option to allow a particular program every time. having to allow a program to run every time you start it is annoying.

I would have to say that a feature like web browsing in Explorer should not exist. This type of feature could increase the number of security holes(though these holes may be deemed a feature). It does satisfy the "it is in Windows" test(think vista finally separated the two), but it can be hazardous...
