They are not missing. As someone said, a sync with WINE broke something and some start menu apps will not load. About the error - don't worry. Just press OK to continue booting. Actually, I believe that they were moved from the reactos trunk to the rosapps trunk. The only way I know of getting them...

ReactOS is done mostly in C, in some C++ and in some assembly. I'm not sure about rockbox. C is definitely the single language to learn to help ReactOS. If presented with a choice of which Windows OS you want to emulate/virtualize, chose Windows XP/2003, not the 9x series like you mention in the guide. ReactOS is after all aims to act like windows NT, specifically XP/2003 at the moment.

I've got an impression the most of (all?) developers work under Linux and try their builds in QEMU. You are mistaken.
