Windows NT was not build from scratch in one year, every single Windows is build from each other. And ReactOS can't reuse Windows code. For a stable version, it should cost more money and more time that what you think.

And ReactX is more advanced in comparison of OpenDX. For information ReactX is based on Wine libs (there are sync recently) and it's also the base of Proton (the project of Steam).

The end of Windows 10 is in 16 months, it's too short to switch the status of alpha to final stage (especially considering the 30 years of development to always be in alpha stage).
