It's a joke because, before 2000 in the XXth century, there is a bug with the changing of date (1900 -> 2000).

Comme l'a dit dizt3mp3r, il y a déjà un tel logiciel et l'OS est encore en Alpha, en plus il porte le même nom, mais si j'ai bien compris tu voudrais en faire une version web, ce qui pourrais être bien pour le futur mais encore un peu prématuré.
