Is it this what you are looking for? https://reactos.org/wiki/Community_Changelog-0.4.13 Very well. That's probably the closest I can expect to get at this point. Although very technical, it gives a fairly good idea about the areas that have seen improvements. Thanks for pointing this out, gonzoMD.

Good point, but I don't think this is is feasible for the typical target audience of the release notes. It would mean to browse through ~300 issues, half of which I don't even understand technically, and it would require me to judge the importance of each of these in order to come up with the "main ...

I have finished my usual tests of some included and additional software in VBox 5.1 with ROS 0.4.9 RC32. Results are at the top of my usual thread: https://reactos.org/forum/viewtopic.php?f=2&t=15811. Did not find any clear regressions.

I have updated the original post to include the results for ReactOS 0.4.8. In short, there were no significant differences.
