This is a little bit OTT, but does ReactOS require IE to run the same way Windows does?
If not, it might make more sense to just have a rebranded version of Firefox

Also I like the fact that ROS has it's own application manager. The possibility of running only FOSS applications on Windows is something I am really looking forward to

After writing the desktop OS, there's nothing stopping an independent entity from porting ReactOS to the ARM architecture, the same way Windows 8 was ported to ARM. But we have to write the operating system before anyone can port, that's a much more difficult task. ReactOS isn't really being left be...

Based on some light research I have done, the security of Unix-like is the implementation of multi-user environment and the principle of least privlege, as well as some other things that make malware difficult to spread. Can these be implemented in ReactOS without losing Windows functionality?

I absolutely agree with your top two priorities, hopefully they are everyone's priorities, to have fewer crashes and more working apps. Everything else seems trivial in comparison IMO (not that they aren't important, but in comparison). But how much improvement do you suppose is enough for 0.4?
