I have taken a look at the tango project and think it is a great idea and believe ReactOS should consider this as an option. At a min, learn from it.

ClamAV installed without any problems at all on real hardware.
None of the executibles would run after installation.

Thanks to all for the input; using a windows bootable recovery disk, I was able to get ReactOS running on the Dell Desktop.
