Of course that ReactOS won't target Windows 2003 forever, certainly the goal is to be compatible with most of the Windows apps.

Windows 7
Windows Server 2012

It's good to hear that you did resolve the problem!
I am testing ReactOS in an old PC just as you with your laptop... however you should not expect ReactOS to be bug free since it is still in Alpha...
Hope you can help with debug logs!

I do agree with both of you, the new website is incredible.
However, I have to say that some pages (downloads for example) require too much scrolling. It looks good, but maybe smaller images / Font sizes should help.
But I still love it <3
