I suggest you read the ReactOS FAQ (from top to bottom) https://reactos.org/wiki/ReactOS_FAQ - it should answer any of your questions re: ReactOS but in short, ReactOS is not finished yet and that is the reason why large amounts of ReactOS are not yet working.

Running in Qemu has been broken for a long time. As of late I tried booting ReactOS in Qemu 5.2. When will it be fixed? It won't necessarily be fixed at all with ReactOS unless the bug is in ReactOS. If it runs in other VMs then it may be Qemu that needs to be fixed, when you have analysed the bug ...

I think that is the point really, it is nothing to do with aiming at low hanging fruit, ReactOS development is simply quite slow - that one developer working on the 64bit version, so other than that ReactOS is currently a 32bit target.
