Personal opinion: Offer a configuration with "Linux as firmware", if possible. I.e. when people install it, it installs into a VM straightaway. There is nothing "shameful" in that, and it will INSTANTLY make ROS "more widespread", IFF that is even desired.

Because 17 years ago the version was... new. And they have a handful of developers and not a myriad. The answer is trivial, when you think of it. It is the same reason why a bunch of enthusiasts can come together and make a yacht — but not an ocean liner. And it is perhaps better to get a nice yacht...

Your real issue is that "Windows is not Windows". It is a permanently moving target.
