Personal opinion: Offer a configuration with "Linux as firmware", if possible. I.e. when people install it, it installs into a VM straightaway. There is nothing "shameful" in that, and it will INSTANTLY make ROS "more widespread", IFF that is even desired.

Because 17 years ago the version was... new. And they have a handful of developers and not a myriad. The answer is trivial, when you think of it. It is the same reason why a bunch of enthusiasts can come together and make a yacht — but not an ocean liner. And it is perhaps better to get a nice yacht...

That's the whole point. NOT all core components are THEIRS to "open source", and they cannot cleanly separate them without having to re-develop parts. And EXACTLY WHAT will you do with an ARM port? - ReactOS is only an OS, not a "suite of apps"! So will you then handle compiling everything on ARM by yourself, from Firefox to LibreOffice? It "sounds nice", but is entirely pointless in a greater perspective right now.
