This is something most users don't use, can't agree on which one is best to use and can easily be downloaded and installed by the user. I don't see any reason it should be a core part of the system. No other programs rely on it or it's features.

To answer the OP, ReactOS will do better than Windows 7. Seven cannot run on oldest of Pentiums with 32MB RAM, while guys from ReactOS managed to do this. This is not always a good thing. It can come at performance and feature costs. I really don't think this is an issue yet ;) Maybe by 0.4.x or 0....

Afaik, Firefox uses XUL regardless of what OS is being used. They've added integration for Windows, Mac OS X and GTK+ to XUL. Firefox is not integrated when running in KDE, the Linux version will always use the theming that GTK+ provides. Same thing with *BSD. XUL on windows calls underlying win32....
