It's not like we don't have SVN anyway, setting up VirtualBox and ReactOS SVN in it isn't rocket science.

ReactOS is not at the stage where it's good enough to replace a production operating system. Wine will have better compatibility.

No-one can really say. It's probably further down on the list than graphics drivers or sound driver, which still don't work properly. There's lots of things that need fixing and implementing at the kernel level. I wouldn't say anytime soon.
