While a good idea in theory I think it'd be just more work. Why make ReactOS FUSE and then make the NTFS for FUSE, er, plugin? I dislike XP and Vista eye candy. Only slows performance down. I do like the idea of supporting unsigned XP themes though. Someday Grandma is going to be using ReactOS.. and she won't want change. Make it look like XP if you have to, but use standard theme support.
