[ros-kernel] 0.2 code freeze

I'd like to propose to enter 0.2 code freeze at 18:00 UTC on Wednesday
Jan 24. After code freeze, no changes should be made to the branch
without discussing the change on the mailinglist first. If anyone
anticipates still doing bug fixing by the proposed time of the freeze,
please let us know. Otherwise, we can use Wednesday evening to build a
RC2 and make that available for download.
