[ros-general] partition programme (gpl)

I think it would be possible to port that partition manager to 
Windows/ReactOS, but it would be alot of work, maybe even more than 
rewriting our own one, as it is written for a completely different OS.
Maybe we can use it as a partition manager we run before the ReactOS 
setup, and/or as documentation for writing our own partition manager.
