[ros-general] A little hello

Hello, 

Welcome!  First off, if you are really interested and would like an eaiser 
way to talk to devs i would suggest coming to our irc room.  
irc.freenode.net #reactos.  As for what needs work, well anything really.  
Anything that you know about or have interest in you should do.  If you dont 
really care I would say that networking is the main thing right now as it is 
our goal for 0.3.0.  Arty in irc is the one that did most the networking 
code which is based off bsd stack i think.  He is pretty busy in real life 
so he hasnt had much time to finish it.  He is always willing to help and 
has listed what still needs to be done
