[ros-general] reporting of bugs etc

Generally the bugs are not easily reproducible. If a developer
who has the knowledge to fix the problem need to spend an hour or
more just setting up some program on his ReactOS installation then
he- probably will not fix the problem. If there was a simple test
that reproduced the problem every time, then the developer would
probably be much more willing to fix the problem. Non-developers
cannot do this, but Win32 developers with little ReactOS experience
should be able to create a test in many cases. For the
non-developers, we should at least make it easier to send in bug
reports that contains symbolic information.
