[ros-general] Ros-translate at reactos.com now available

Sorry about the triple post folks. I wrote and sent the original post on 
the 21st, but it didn't show up. So I resend twice until one got 
through. On the 27th the other two were delivered. No idea what happened 
to the SMTP server (or to whoever the culprit was) that made it delay 
those mails six days. This one was written and sent on March 2nd, but I 
won't resend unless it hasn't shown up in a month or so. :P
