[ros-general] SCO lobbying congress about Linux, GPL and Open Source

It seems late last year a bill was passed in the Australia 
Capital Territory (ACT) that mandates requires government 
departments "consider" open source software. Not much but it is a 
small step forward for open source. I seem to remember a similar 
bill failed to get through the South Australian state parliament.
