[ros-general] Explorer does NOT compile.

Unfortunately there have been some changes in the build tools recently,
making the info on reactos.com out of date. Jason, could you please
update this?

You need:
- MinGW 3.1.0
- GCC + G++ 3.3.1 (I think this is your problem)
- w32api CVS
