[ros-general] ReactOS 0.2.2 FINAL

Time is ticking, and the release isn't on sourceforge's list of new releases yet. Freshmeat needs to be notified, as well as osnews.com, slashdot.org, betanews.com. The webpage still says the latest release is 0.2.1.
