[ros-dev] Google Summer of Code 2017

This has been a topic in the meeting last Thursday.

As a first step, we decided to import all GSoC projects into trunk that
haven't been imported yet. Either directly or with a "_new" suffix if
they replace existing ones and need fixing first. See related r73604 and
r73605 commits.

Now that they are in the main tree and got way more exposure, I expect
more work to happen on them after 0.4.4.
