Hi,

For Jira issues (whatever it is), please report to Ziliang.

For on-demand builders, the replacement Windows machine is being worked
on by Colin. So, it should provide again MSVC. Patch builder already
exists. There have been a request to make it hybrid on-demand.
CLang, x64 & ARM would require some work on RosBE first.
