Do you have the corresponding Atlassian bug report? I’m curious to know what
exactly made it break when we changed some files to UTF-16

Fisheye has been upgraded to a release that fixes ONLINE-461 (and hence
smart commits).

No announcement yet, nor issue closing. We need to make sure it's working
100%.
