[ros-dev] Component list rewrite

Module is intended to be a separate, label-like field.

Regarding UNIATA - i`m concerned about this, since its a module more
than component. Automatic assigning is in my opinion rather a problem
than bonus - Alter should be assigned to verified bugs only, not to
every of which reporter picks Uniata from the list. He should not be
hindered by bug verification, this is our task. To sum up:
