You could probably provide the compatibility on an NT 3.1 kernel if you  
tried hard enough. After all that's where it all started; newer versions  
just added more services and made a stupid mistake of putting the GUI in  
kernel space (while it increased performance of the GUI significantly, it  
also means the OS is now more vulnerable to crashes)
