Firstly, that text is written for usenet not email, which IMO is both
ancient and very unix orientated.
Secondly, it's rather difficult to write emails in that format using
outlook, which is by far the world's most popular and best email client.

So, I would argue that that link is rather obsolete.

p.s. this reply is in the world recognised (and enterprise standard) outlook
format ;)
