[ros-dev] Downloader tool

I'm not contrary to add it, but I personally find it very uncomfortable to download a thing every time you want to test it (specially when you try different revisions frequently), I just have a secondary hd with the stuff I need to test there...

It's a real pain to try to test ReactOS without the Downloader already present in the installation.
