[ros-dev] Downloader tool

It would make testing clean installs a lot more convenient

Though the general rule would be to keep all extra components (those which
aren't in a usual "distribution" of a Microsoft Windows) in rosapps,
Downloader is our core tool, which actual Windows OS lacks according to
thoughts of some people.
