Naturally, this doesn't make sense. I'll have to commit the binary data 
file anyway, since we can't build it with rbuild. Once I do, we can 
remove icu4ros\icu\source\data, IF size is such a big issue. Personally, 
I'm reluctant to do it because it means tedious work later, undeleting 
stuff as soon as I discover I need it. It makes future vendor drops 
harder, too
