The updates from SVN are on the Web Server for some weeks now.
So the "bug writing guidelines" link redirects to this page now:
http://www.reactos.org/wiki/index.php/File_Bugs

Maybe it would be wise to simplify the page a bit to state clearly how to
report bugs correctly in a few sentences.
At least, we can do this now in the Wiki and don't have to upload a changed
file to the Web Server.
