[ros-dev] Targeting multiple Windows versions

"Targeting" a specific version of windows means we are just
reimplementing a certain code base of Microsoft's.  That's not the
direction I want this project to take.  I think we should only report
specific windows versions when there is NO other compatible option.
This project is it's own code-base.  If you want WINDOWS, use WINDOWS.
