Usually joining the "development team" of ReactOS is quite simple:
You just write a patch for something that bugs you and submit it to
bugzilla at reactos.org/bugzilla/ .
People developing ReactOS also usually join our IRC-channel #reactos
on freenode.
If you become a steady ReactOS developer, somebody will offer you SVN
write access so you don't need to submit everything to bugzilla, but
that will take a while...

So for now, if you want to help the project, just write some patches,
submit them to bugzilla and join our IRC-channel.
