[ros-dev] Announce mailing list, newsletter, TC & automated testing

The winetests "run" on ReactOS, but yield a great deal of failures at
the moment.  Automated testing is something that is being worked on as
a side project, mostly by people with the motivation.  If you are
interested in helping out, come visit us on IRC.
