[ros-dev] dealing with insecure-by-inattention Windows software

This is true, but the problem is in my oppinion these threads aren't 
general enough for the ros-general list, and many of these offtopic 
threads need oppinions of devs.

Maybe we need another list, maybe ros-tech or something like that.
