[ros-dev] Top-level source header

I think the copyright line for the source files of ReactOS should go
somthing like this:

Copyright (C) 2005  ReactOS Delopement Team
Parts Copyright (C) 2005 ReactOS Foundation


Then list contibuters somewhere else.
