Richard,
can you try the installers with the current CVS? The shell folder paths are
updated when a new user profile is created. This means the values in
HKCU\...\ShellFolders are REG_SZ values and contain absolute paths without
environment variables.

PS: You need to reinstall ReactOS in order to get an updated registry.
