There is no ready to download package, what's the problem with that? You may use the sourcecode and I can also give you the database structure, but without data it's pretty useless. I don't see a reason why anyone else should use it anyway. There are more suitable solutions than it were when roscms was created.

Are you suggesting a new CMS backend should be used foe the new ReactOS website design?

AFAIK its not a just suggestion, its a plan.
ReactOS is still in alpha stage, meaning it is not feature-complete and is recommended only for evaluation and testing purposes.

Right so learning roscms in order to help with the theming is totally useless...

Didn't even know that link existed. Updates to the CMS by the web team have mostly relied on SVN.

I think i know the answer, but is anyone currently working to implement the redesign? It looks like some attempts were made but must have been bogged...

btw, not to disparage anyone about this, I know it's a lot of work to get this done... just curious what efforts might be in progress.

Bugzilla integration in Drupal (own module)->Done
Compatibility Database integration in Drupal (Own module)->Done
Wikimedia integration in Drupal->Done
PPHBB Forum integration in Drupal _>Done
New features for Forum->Done
Now, Macien and Aross are in Layout and Design....iirc
