If Mr. Putin at all cares about the ancient concept of autarkeia of the state, he may as well aid this project a trifle. After all, you would be pretty much done in 5 years with something very useable for the cost of a cruise missile.

I think the two important sentences in this statement are "but after Alexander and Marat had already left after having completed the presentation, the project was informed that the Forum wished to present the top projects to President Vladimir Putin"

and
"and asked if Marat's phone number was on the documents"

This looks like there is really some interest and you might prepare to receive some help from russian side.

I also noticed those two statements. They definitely hold the most promise. What that promise amounts to, however, is another matter entirely. We are talking about politicians here. (But I do hope it's more than just talk!)
