[ros-kernel] TEB offsets wrong - suggested fix - feedback pls

This is the well known Version ambiguity MS also had when they released 
NT 3.1:  Shall it return 1.0 or due to features 3.1?

As we know, they decided to 3.1.
So we should orient our number on the features reactos has compared to 
win. This is for the actual version infromation. Additionally there 
sould be another call for verion information which is reactos specific. 
Thus it would be possible to configure the version info returned to 
'old' apps while apps aware of reactos can gater the additonal version 
info and work in respect to it.
The old style version info should be configurable, while the 
ros-sepcific shall not. A program modifying the REG is fastly written.
