[ros-dev] ReactOS doesn't boot

I've managed to get ReactOS to boot, install, and run on Virtual PC 2004,
but it's so slow as to not worth running. This was with 0.3.0. Also, it's
incredibly resource intensive for some odd reason. However, I have not
attempted to try any of the recent SVN builds because they were broken for a
while.
