[ros-dev] 2nd stage unattend setup - solution for locale setting

	Hello,
after just a bit of searching I could find this:

So instead of creating some weird function export, duplicating code  
or even creating a whole locality static lib, we can just use that  
compatible /F:unattend.inf switch!

Also, it looks like we use exported func "LocalePageProc at 16", which  
looks like a hack too.
